Not sure if I'm surprised negatively or positively by the fact. My apartment (Germany) was built in 2017 and coax in every room was the choice planners made :_)

Collusion between Virgin and other companies and the developers. Just plain old corruption and ineptitude. Our 2019 new build apartment had coax too, which resulted in some really crap internet that was expensive.

Because back then cable TV was a common inclusion in apartments that could be unilaterally be added to "Nebenkosten" and was therefor sold to landlords as such a nice benefit by cable providers.

I know it was common, and it's sad state of things if cable is a common thing in frickin' 2017

My cable cost $25 and offered 200mbps — 8 years ago. So it wasn't that bad of a deal. 400mbps was possible.

And in places where FTTH is available, you pay more for 250/100 Mbps than symmetrical 10 Gbps in Switzerland.

Germany is planning for 2035. Everything is now pushed to 2035 - rail infrastructure , digitisation, removal of fax as an official method etc.
