    1) battering down the remaining critical protections on sensitive data/systems and
    2) response to courts who are ordering sensitive data remain appropriately protected

This all sounds like very authoritarian and dystopian future for the US very soon.

So, why the orders to not report for CDC, why the orders again transparency?

most likely the things they found in the way of doge figuring out what contract x and y were for. Probably not related to individual privacy
