Mainly they are making it less convenient for users to run unsigned binaries because being an universal gatekeeper for the whole platform and being able to control every binary that runs on it is an incredibly lucrative position, and Apple wants to be in this position. This is, of course, completely contrary to the interests of the users, but what they are going to do?
