What does 'with prejudice' imply here? I've seen this used many times in various government/legal contexts ('cancelled without prejudice') etc...

What does the 'with/without prejudice' part mean?

It means that the judgment is final and the case cannot be reopened.

"Dismissed with prejudice" means the matter isn't eligible to be brought before the court again (due to overwhelming bogosity or other such factors).
