You can scroll with the wheel or by pushing against the sides of the screen, as well as the scrollbar (which btw makes it easier to jump to another part of the page than it would be with touch).

"swipe-in from top/bottom" = right-click, and "swipe from sides" = swing around the corners.

In general the design philosophy for mouse in Win8 is that it shouldn't be used to imitate the touch controls, but rather it should have its own independent set of controls for the same actions, that better fit the mouse.
