I'd like to know more about what that means.

The whole problem is that there isn't enough water. How does the federal government magically supply 76% of the shortfall?

I was assuming that compensation was cash rather than water, but perhaps I misunderstood it.

It doesn't; it attacks the demand side instead, by paying farmers to not grow things.
