I mean tidally-locked planets/moons in general. Both hemispheres would usually be extremes, but maybe with a “sweet spot” in between.


Only if your "sweet spot" has the sun always right at the horizon, and you don't mind mining all your water from the stuff frozen on the night side.

You could pick a planet where the noonday sun is not too hot, but then the ice would be even further away.

Noplace on Earth is so dry that people are tempted to collect ice from Antarctica, even with shipping today cheaper than it has ever been.
