The way I understand it, that lyric sheet is contextualized in the way that "the kids" -- and mostly young women at that -- absolutely went nuts for this sound, but the grown folk couldn't make out half of the lyrics.

The authorities were afraid that they weren't in on some freaky <obscene> reference in the lyrics they couldn't understand.

-This- is the fear of the unknown

Lol the Obscene version reads like it was written by an idiot hollering about reverse racist math problems at the PTA.
