Is there any data to support this? I have just anecdotes, but I don’t see the dispensary near me going out of business unless their business model is so flawed the constant stream of customers aren’t converted into profits. I say that not skeptically, it is possible that the black market undermining is severe enough but I can’t really see it based just on what I see, which isn’t everything. Letting local governments decide on siting was inevitably going to make them few and far between, but there is one (or two) even in Carmel.
