EU should be able to enforce the agreements those countries made or kick them out.

Functioning democracy is not just elections. It's also free press, academic freedom and freedom of speech etc.



The problem is that most of the enforcement mechanisms need unanimity. Now that there are two of them, it's a difficult problem.


I'm not from EU. Does the EU encourage or enforce any kind of education system/standards? Along with the things you mentioned, I would think that, long term, a healthy educational baseline would be critical for a functional government. And independent journalism is, by extension, critical for that, too.
