you have a senior developer who is also the CTO..but he did not do anything and that is the problem.

notice the "deadline" there...so the must be magic to hit deadline and no technical debt?

in Scrum you have 50% chance of success/failure for each sprint..so might be that is just normal not a problem unless you have 100% fail rate.

The problem is not about automation or manual but creating and maintaining a good test plan (including exploratory tests). And we just simply cannot rely on engineer for good test plan. After having a good test plan we can decide to how much we should have for manual vs automation.. the simple rule of software dev is use before reuse, manual before automation.. but some are just too much obsessed with automate everything motto.
