Isn't this a matter of regulation? I'm not sure about US, but in EU you have old houses/buildings that are protected. Sure, you can buy them, but you can't modify or destroy them (being cultural heritage).

Most old books aren't worth protecting, and the publishing industry destroys oodles of them as waste that no one wants.

Init7 (the ISP in question) is pretty fantastic for peering. They're good to start with but there have been times I've just written them an email and said "hey, I know you and ASABCD have a presence at BLAH-IX, could you peer directly" and it ends up working.

I can download from Usenet at consistently around 10Gbps and I've determined the limiting factor is the combination of client/server behavior and TCP windows. With some customization I've saturated the 25Gbps pipe.

Online games (e.g. League of Legends, Path of Exile) typically have a ping of around 8ms.

They aren't blocking VPNs; they are blocking access to "illegal sites" designated by the government. There have been several discussions about blocking VPNs as well, but fortunately?, nothing has been put into practice yet. However, laws are being implemented requiring major CDN providers like Cloudflare to block these sites. I still don't understand why Korea's internet freedom score is over 50 points lol.
